Best Facebook targeting tool?

Hi,
I am trying to get my feet wet by jumping into Teespring promotion. In past I saw a really amazing tool called facesniper which allowed you to extract any passionate fans from any page or group.

Is there any legal and good facebook targetting tool that helps you build custom audiences and that you have used yourself ?

    Facebook scraping has been banned. However you can target people VERY accurately with a free google chrome extension called Audience Intersect. It allows you to target audiences with AND combinations. Such as people who like football & reading books rather than football OR books.
