Facebook Target ads by Zip Code

I'm curious, when creating a new ad, we have the ability to target locations by zip code. If I were to enter locations by zip code would that filter based on who lives there permanently or whoever happens to be in that zip code at the time the ad is run? In other words, lets assume there is a visitor and they happen to be checking their Facebook page on their mobile, would they see my ad?

    How does Facebook know when people are in the locations I’m targeting?

    Facebook uses information from multiple sources such as current city from profile, IP address, data from mobile devices if location services are enabled, and aggregated information about the location of friends.
