@ is used to mention a particular person ,so that that particular person have chances of liking the page or sharing the post in their own timeline.
    # tag is used to reach non fans of your page.

You're saying that you want to "target visitors from social media optimization". Can you be more specific? Are these visitors already on your site, and what do you want to target them with?

The characters depend on social media service. Twitter uses @ as previous commenter described. # typically means tag that ties similar content together. If you're a company, you've got to be really careful with that. People despise advertising that's out of place.
    Signature
Links in signature will not help your SEO. Not on this site, and not on any other forum.
Who told me this? An ex Google web spam engineer.

    What's your excuse?

Just to add to this, starting any tweet with an @username on Twitter will mean that only you, the recipient and followers of both will see the tweet - in other words it isn't a great way to reach a wide audience.

Think of # as you would keywords in SEO. Use hashtags to highlight specific words that people might search for when browsing through Twitter feeds. For example, if you write a Tweet promoting the new Samsung Galaxy S6, you might want to add a couple of relevant hashtags to increase impressions. "Hey, has anyone checked out the new #GalaxyS6? What do you think of the new #Samsung device?"
