Need to revamp my twitter account.

I want to do a new twitter account.

but presently my twitter account is on different niche.

I feel is a bit wasted with 9k followers.

How should i go about it?

    I think you must change your twitter handle and use the same account or can ask from twitter help to cahnge niche.

    Change the twitter handle and the name according to your niche and change the profile name. Now we start targeting some new hashtags and new tweets where few active followers will may un follow you and few may still stay with it. Anyways as you started targeting for new tags and tweets you will get new followers eventually.
    But removing tweets may effect more I suppose, if your account is not having any tweets.

    Have you considered keeping the old one and just creating a new one? Then you could share some Tweets from your new account onto your old one and gain some followers that way. If you simply re-brand your old account you may lose many of your followers.
