Keep posting useful content and share your tumblr page on your twitter, facebook and other social profiles to attract new followers. If you have a website with good traffic put a tumblr widget or something. Once small chunk of people start following and you have useful content tumblr will start auto suggesting your site to other users as well.
That's what i do when i start any other social profile.

You can find and follow posts tagged how to get followers on Tumblr. Display you Tumblr link where others can see. Exchange followership.

Get on the tumblr website and identify those with high tumblr followership and be part, to be able to juice out some followers.

If you neeb Tumblr followers, locate where tumblr followers are.

You can daily post different content like interesting pictures and you can add some effective hashtags in order to gain more followers. You have to do ir carefully because getting followers in Tumblr is more difficult compared to Facebook or Instagram, so you ahve to be constant and patient.

Comment on posts, and generally speaking, be engaged and the followers will come. Follow people so they can follow you back. If you like someone's blog, send them a message of support! Most of them will publish it and you'll get a little bit of exposure, especially if they themselves have a lot of followers.
