  This will only impact advertisers that were uploading @Facebook.com email address via Custom Audiences. If you were uploading @Facebook.com emails, you will no longer be able to match those users via Custom Audiences.
  
  It doesn't change anything else for custom audiences from email.

  I think it's too soon for anyone to tell you that, you'll need to wait a little and see what people come up with, it will impact several softwares and services that were doing this quite successfully on fb and providing it to their clients as well so they will definitely struggle to come up with something else.
