Engage with Twitter Followers of another Account

We have a serious project undergoing.
To promote our service we want to reach the people who would be interested in this service. Finding people who would be interested is easy. We thought about extracting follower lists of certain twitter accounts and then engage with them to show them our service. However, I kinda feel that this cannot be so easy. Therefore, the question:
After, extracting such a list of followers, can you contact them via for example a private message, a tweet or maybe even with an email adress?
Apart from this question, maybe you can provide me with a useful starting point in terms of a social media marketing strategy with the following quest: Find people of interest and show them the service (a service which they are most probably interested in).
