How to write a good tweet?

Is there a good way to write a tweet ?
I mean if i target a person with the @ tag will that come in his feed or will he just see it?

i only use twitter to hit the share button from my website and just use the text that comes along. I think i could improve it with targetting someone/something that is good for my niche + using more hastags ?

    @name: To communicate with a person

    #topic: It can be topic/ product/ service or anything trendy. If you type #topic in the Twitter search, you'll find related posts on the same topic.

    You can watch and learn by searching more on YouTube, of course.

    If you use @username, the person will be notified that someone "mentioned" his username. However, there's a filter in the notification tag which only allows users to see mentions from the people they follow. Interaction depends on the filter settings. They wouldn't see it on their feed unless they "followed" you.

    You can use hashtags to attract an audience, but you have a ton of competitors, regardless of your niche.

    Your best bet is to outreach and talk directly to the multitude of Twitter users. How? Well, use the search box. For example, your online store sells makeup. Try to mention and talk to other users who are looking for makeup advice while recommending your online store.

    Hashtags are overrated: outreaching is the best method.
