Payoneer for Facebook Paid Campagin?

Hello,
I have no experience about Facebook ad campaign marketing. I know that Payoneer Mastercards can be used for payment.
Today, one of my brother and regular Facebook ad Campaign said that Facebook Ban the users who are using Payoneer as payment method. According to him,
Facebook will wait for the first payment. After cutting the first payment, it will ban the account for further ad campaign.
Is it really happens?
I have one confusion.
When Facebook ban?
1. If I run a campaign but do not have enough money to my Payoneer MasterCard account. Only then?
2. Or, this will always ban. This is the rhythm of Facebook nowadays for the Payoneer MasterCard users.
Note: PayPal is not allowed in my country. So, I have to have gone with Payoneer. Therefore, I want to clarify the thing.

    I am just pay $10 for 2 day ad campaign by using Payoneer.
    Here Facebook ad manager show paid and Payoneer account already cut $10 from my account but this transaction is still authentication process(today campaign closed).
    I was Email facebook and they call me and told $10 paid successfully no worry, thank you

    Payoneer is just like any normal card, i've advertised with them a lot of times and never had problems using payoneer.
