How to charge clients' cc for Facebook ad spend + targeting suggestions

This post consists of two question - feel free to answer either question you feel competent to answer - or both
Question 1:
I am currently engaged to a client to developer his landing page + Facebook campaign - and what I would like to do is to have Facebook charge the client for teh ad spend. I was wondering if anyone has any input on this? I would prefer if the client can just login to his Facebook and enter his credit card details - I am concerned the client may not give me his cc details (long story).
Question 2:
Who do you think I should target for potential clients for a driving school instructor? I imagine I would target younger kids in his area - however if anyone has any other tips I would really appreciate it. I should mention that this is in Australia (Sydney to be specific).
Any input from anyone would be greatly appreciated.
