    You post on Instagram. Then in the comment section you make a comment that contains say @snoopdog (assuming that is his username). Then Snoop Dog will receive a notification saying that he was mentioned in that post. If he clicks the notification he will reach your post and see what's going on. He might make a comment himself, follow you or report you as spam. It is somehow a spammy way to gain followers.

    It is basically a way of getting the attention of the person you mentioned. Some people follow your account if someone mentions you in IG and checks your account and decides if you are worth following. It works mainly for exposure but it is a good one especially if you want to increase your followers while marketing a certain product or service.

    Easy, you mention @usernames that you've scrapped that are relavent to your niche and mention them in your comments of your photos because caption has a limit of how many username you can mention in it.

    Thus they'll look at your picture and probably browse your profile if they see that someone mentioned them.
