Facebook retargeting ads

I've been running some campaigns on facebook and off facebook. I just started looking into setting up a FB retargeting campaign for my past visitors. I set up the pixel awhile back but haven't created a campaign to target them yet.
The question - does FB allow me to retarget all visitors to my site? For example, they have FB but found my site through another means of traffic. So let's say they visit my site because of a video I have on YT. Will the facebook pixel still pop and display ads to that visitor (who has FB) even if he visited by site outside of facebook?
