There's a product called Instamate by Luke Maguire and it picks up some ofthe most used hashtags on Instagram.

It's not perfect, but it does save time if you wanna just add some relatives hashtags
and it also integrates with other cool softwares like Youzign 2.0, the Pixa Bay and a
few others I believe.

I have been searching for a long time. I have yet to find anything reliable.
You can make a good guess, though by searching for hash tags, and seeing how many likes the top posts have.

Since most instagram tools are not free, start with using Instagram’s built-in search bar to search out hashtags popular in your niche. Instagram will suggest some hashtags and show you how many posts contain said hashtags. You can also use TagBlender | Tags for Instagram, get more likes on your Instagram photos, Instagram tags to find the most relevant tag for your instagram post.

To follow up, do any of these tools help you find USERS who 'specialize' in a particular niche? For example, most of the photos they like have a certain tag.
