Reddit and Twitter - Circulating Links

I have an article which I wanted to share on Reddit and Twitter but have some issues.
Firstly, will Reddit allow a new user to link to an article on another site? The article has no affiliate links or any adverts, it's a discussion on consumer rights.
Secondly, I posted the link via Twitter, but it did not circulate as my message had a URL.
Apologies if the above is a silly question, any assistance would be much appreciated.
