Facebook Not Approving Ads Based on Country?

Hi,

I'm Canadian and have had no problems marketing to Canadians through Facebook ads. However, the exact same ads and settings I use for Canadians (that gets approved by Facebook 100% of the time) is rejected by Facebook 100% of the time when I substitute the United States in for the location. What am I doing wrong?

    Just to elaborate, I am using Qwaya to generate my ads. Everything gets approved for a Canadian location but when I change location to the US the ads don't get approved.

    I've manually created an ad in Facebook for the US and it did get approved. So this is really puzzling.

    If anyone has any ideas I would really appreciate it. Thanks.
