Using very short cuts of youtube video in FB video ads

Hello,

I'm creating a video ad and was wondering what's FB approach to using very short cuts 1-3 seconds from other videos (not necessarily mine). Am I risking getting my account blocked?

    For starters, Facebook will analyse videos that you've uploaded for copyrighted material (as far as I'm aware they scan audio/music quite vigorously). Eventually your account will be blocked, but you'll have a fair amount of warning before that happens (Facebook gives brief but stern warnings). Before you go out and snip people's videos, I'd also advise asking for permission to use their content. It may take you a day or so longer to get permission but, you end up:

    a) respecting the content producer
    b) have the open conversation of them syndicating to their audience (who doesn't want free traffic?)
    c) have a better reputation as a business / marketer / online authority
    d) have a new found friend

    As michaelkohler92 pointed out, ideally you should be creating original content for ads.
