Facebook Advertising campaign for staffing agencies

We currently advertise on Facebook for a staffing agency. These are companies with hundreds of job offers every single day. Jobs come and go and are very regionally based. In other words, nobody is going to drive an hour+ to a jobs, so location matters.
Do you guys know of a system that would be able to:
So basically, is there a way to automate large sets of jobs that cant be handled purely manually.

Do you guys know of a system that would be able to:
- Import all current jobs (and keep this up to date).
- Automatically make ad sets based on the location of a job within 20KM or so.
- Use targeting templates (or something like that) based on the category of a specific job. So for a carpenter job full time in NYC it understands its category is 'carpenter' and it uses these targeting settings.
- Can rotate automatically from adynamic advertising templates to keep the offer fresh during a certain period the job is live.
- Etc.
So basically, is there a way to automate large sets of jobs that cant be handled purely manually.
Any suggestions are welcome.
