For me, I prefer the paid ads on Facebook itself as I could target to the right country + right group of audience. the like has increase tremendously

I have yet to buy any facebook likes. I just see no point in having people like or follow my pages that are not real.

On the other hand I only have a few likes so far. The problem with this is that no one likes to be the first to the party, having a thousand likes may lead other genuine visitors to think there must be a reason its liked and join the party.

A fan page where there are just a few likes doesn't help to get more as as you said it seems to be not interesting page.
You have the possibility to pay to get new fans or in organic way which will be much more longer.

i´m wondering if facebook likes are the way to go - i mean what do they do for you? even if someone likes your page they will not see all your updates after facebook changed the rules. so even if you have 10,000 likes and just 100 people see your post - i wonder if it is worth. i´m not totally into it, so i might be wrong but i´d say check the rules first before you spend lots of time on these things
