If you want to get more likes for free then in my opinion whatever things you are providing you can make a facebook offer. It will give more value to your current fans and any offer which is claimed by a fan it will be shown on their profile and on their friends news feed so there might be a chance that your fan's friends can also claim that offer and out of curiosity they can visit your page and like it. Another thing can be adding productive posts, these days something which is funny or informative works and it has a chance to get viral.

If you want to spend money to promote your page then you can promote the offer which I mentioned above or you can do by making facebook ads. I don't recommend you to pay for likes because they might be fake or your fans can be unresponsive. So why spend money on that thing which will give you no results.
