I see Twitter has his advertising platform, still I don't seem to be able to use it right now.

This is the address to get started: https://business.twitter.com/en/advertise/start/ ?

I live in Germany, but advertise my english language product mainly for US people. Is there any way to get started with Twitter Advertising or am I just blind?

It appears that it's the only way to get started with Twitter Advertising. At first, it shocks me to see $5,000+ monthly budget, but you still have the option to select $0-$999 for the monthly budget. It's still too much of a monthly budget of advertising fees though.

Is twitter advertising the only site you can count on to? I think it would be better if you would try your chances to some sites where they can help you promote your product accordingly and efficiently. Maybe not exactly promoting but just driving people to come to you. And as it will be seen from one person, it has a great possibility that it will also be seen with others.

As seen, it will be relayed, - but depends on how interesting it is.

Well, aside from Twitter, you can try Facebook advertising. Or you can grow your campaign and do PPC ads instead.
