Get your fan page links on forums, blog posts, other social networks, emails etc. Do these everyday and you should build up a nice fan-base.

You can also use the Facebook ads to generate a targeted niche audience on your fan page. Or, if you don't want to spend money, just create an interesting and noteworthy content for you fan page. Make sure that it would entice visitors or other users and it will give them a reason to click “like”.
But if you're looking for a quick buildup of fan-base, you may try using some apps or generators to automatically generate fan base on FB and twitter. This doesn't give you the assurance of real interactions among your fans, though.

I agree with the above statements. Also, when it comes to facebook, if you want to have a free promotion and to gain likes without paying, you can ask your friends -facebook friends and real life friends to like your fan page. Be sure that your fan page's contents are informative, interesting and catchy so that you could gain more content shares. It will be a long process where patience is very much needed.

Why don't you create "dummies" first. If "real" people sees that you had a growing number of participants and your sight seems interesting, there is no way you can't have their attention. Promote your webpage even your profile accounts on bookmarkings [social bookamrking site] and other social media platforms (social networking sites). Just be patient.

You can invite your facebook friends & twitter followers to like your fan page and to follow you in your twitter account who are real not fake. You should have to follow or make friend who are interested in your field so that they also follow you and like your fan page. One more important thing is that your fan page content must be unique, informative and interesting to your fans so that you can get more likes and share of your post.

Get started by liking and or retweeting posts that are relevant to your niche market or fan base. Follow them as well or add them as friends. That way you get more likes and retweets as well for your fan page or Twitter account.
