since you are on the social media section, i assume you are also looking for advice from this respective, so my suggestion is to have full-blown social profile on facebook, twitter, G+, pinterest, and Instagram, make it professional and link to your website, get targeted followers and keep them posted with useful info, you'll have more calls you can handle if it goes viral.. just my 2 cents.

First of all active local promotion would help you, but on a modern aspect of promoting businesses, it would be helpful to have a professionally designed website, indicate your services, facilities and contact information.

You also have to make sure that you are using the right keywords for your business. The thing is people today would not roam around the city to find a rehab center or any businesses establishment for that matter; most likely people would "Google" it.. Using keywords such as "rehab centers in Henderson County" or something more specific.. So you have to make sure that your business's site would rank high in those keywords.

Others would ask their trusted friends and families, and this is where social media and community interaction is important. All these things are relatively easy if you have the time, skills and effort to burn on this project, if you don't well I suggest you leave it to the experts.

IMO, the services you provide are great but most people who involved in alcohol don't really admit that they need it.
So the first thing, I suggest is to write a good sale letter. I don't know if you know how to write a good sale letter.

Headline - you want your title to grab their attention in less than 5 seconds.
You want to pinpoint their problem. ( ex. most people addicted to drugs / alcohol because xxxx reasons - you will know better than me, maybe like, are you using alcohol to release your stress ? ex.2 they might want to quit, but don't know how. )

Give them some education to show you are the expert and to trust you. This is something very personal, so I will really suggest that to build the trust. The more trust you can have with those people, the easier they will come to you.

Build a ad campaign and capture leads, much like Fabriano states above, state some shocking statistics so people take notice, I suspect people on drugs and alcoholics wont go looking for this help so often but family will, and this will grab them if its someone they really care about.

Offer them a quick guide to the signs of drug and alcohol abuse to capture the leads from there you can build a relationship through content you send them and directing them to take action for their love ones sake.

Also think about how you could help them convince the person it is for the best as I imagine they could find this a challenge.

I suggest you use a youtube video and title it with a long tail keyword
which also describes your service. it should get on google easily if the keyword is right.

I'm guessing a bulk of clients are referred to you by defense attorneys with charged clients who want to get ahead of the game before court, by counselors, by courts/judges, parole officers, halfway houses, doctors, psychiatrists, psychologists etc....

Have you tried your hand at online marketing
It relitively cheep to set up (clickbank and advertising, the former is free and the latter there are many ways to advertise effectively on a small budget) and can earn you alot of money if you do it right, but i don't recomend throwing yourself in the deep end as its doubtful if you will make any money that way.

There is a lot of places you can promote your business. Classified ads are a great place to start. Besides an online business I run, I run a successful business as a tennis professional. The majority of my clients for that come from craigslist. There is so much traffic on craigslist so wherever you post the ad you will definitely have a lot of eye balls on it. You just have to be careful you do not get flagged by putting it in the wrong category. Twitter and Facebook would also be a great place to promote your business. You just have to market to the right crowd.
