Difference between CPL numbers in facebook power editor vs. ads manager

I've recently started to use fb ads, I'm kind of happy with the results, but I think my cost per like is still way too high. But my main question here is, why does the facebook powereditor shows a different number of the cost per like number, than the facebook ads manager. Here are two screenshots:
Ads manager:
Power editor:
You see the difference between these two are once: 0.17 to 0.13 and the other time 0.10 to 0.07
The other numbers like click, CPM and CTR are all the same in both editors, just the cost per like is different. And I'd like to know which number is correct, or why these tools show a different number.
Besides that, you see my CTR is quite good, yet my cost per like isn't that awesome. Any idea how to increase it? And regarding my CPM, is it a good number, or am I paying too much?

Edit: I see now that the CTR is different, but that's just because I haven't upaded the power editor, once I downloaded the numbers again, the CTR was the same, yet the cost per like was still different.
