Facebook is not rotating ads in a campaign

I've noticed that Facebook does not rotate the ads in my campaign. One ad gets most of the impressions whereas the other ads in the campaign hardly get any impressions.

I am using the optimized CPM.

I am running a few campaigns and it happens in all of them

Any ideas or suggestions on how to make Facebook rotate the ads? I want to test them. I am quite reluctant to create a campaign for each ad.

    Hey,

    Question is, CPC/CPM for both ads are equal?

    If it's equal then wait for some time and you'll definitely see impressions for other too.

      I am using Optimised CPM so I am letting Facebook optimised the CPC/CPM to get me likes. I have no control on CPC /CPM

        You need to give it some facetime so that FB has data to decide where to split the spend.

        If you want to improve on this, find out the average CPC/CPM in the other campaigns in the account(even if they are all oCPM) and bid CPC/CPM (a bid that is higher than the average of other campaigns) on this campaign for 2-3 days and then switch back to oCPM. This has worked for me.

        Usually though, I just create a duplicate campaign.

    I normally create a campaign for all the ads Im going to run. Its a pain but its really the only true way to test the ads since each one is completely independent of the others. Either way though you should give it some time to get going. Im going to bet though that with them both on the same campaign that one dominating the other is going to be a reoccurring issue.

      This. Of all the ads in a campaign, Facebook will want to show more of the one that is converting. That is why you need to create your ads in separate campaigns if you are split testing or if you want to run a new (untested) ad alongside a proven ad. Create a new campaign.
