scrape tweets of a twitter account

Is there currently a way to scrape all the tweets of a specific twitter account?(not a account that you control)?

i know there used to be a way using to access an XML file, but that does not appear to be working any longer

    u can using Greptweet for scrape weets. i can scrape tweets since jun 2012 from account which have 2 million followers
