Hello everyone! I am new to creating apps for fb and I want to learn. But i noticed that fb asks for ssl cert. Is there a way to test me new apps without ssl cert or maybe getting a free one, at least during my testing period.

There use to be but not anymore, besides if you honestly believe, through market research, that what you are producing is going to make money then just grab an SSL for it.

This is 100% wrong. You most certainly CAN test a Facebook app in development without a SSL cert. Take the following steps:

      1) Log into your Facebook account
      2) Click the 'gear icon' in the upper right
      3) Select 'Account Settings'
      4) Select 'Security' (on the left)
      5) First option is 'secure browsing' .. turn it off.

You can now visit apps and page tabs (which are really just apps) even if they dont have a SSL certificate on them. This is good for testing. You will need to get the SSL however prior to going live.

Source if my info: I have written more apps than you can shake a stick at. I have done this many times.

I just use the business plan on Host Gator if I'm creating an app, but even after getting that, there was some issue I couldn't figure out and all my apps that I made in the Developer section are now just blank pages. I've decided just to use other people's apps like Just Redirect and Static HTML: iFrame Tabs. It's too complicated to make your own, unless you really need to.

It's actually only 50% wrong, the last part still stands, if your confident it will make money why mess about and just get the SSL already.

That said, super glad I'm wrong about the first comment and thanks for jumping in with instructions too.
