some questions about marketing on Twitter

I developed a discussion forum (PHPBB based) as an online community for attendees of a large conference. My site is completely independent, not affiliated at all with the organization that puts on this conference. I'm using Twitter as one of my marketing channels. I have a few questions.

1. I monitor all tweets that contain the hashtag of this conference, and occasionally (about 10% of these tweets) I reply, either pointing them to my website/forum or an article in my forum if I feel it's appropriate to the subject or nature of their tweet. Yet, I'm still concerned that I could be reported as a spammer or categorized as a spammer by Twitter's algorythm, especially since my replies usually always include a link to my website/forum. What is the proper etiquette and how can I avoid Twitter from categorizing me as a spammer. It's seems hard to balance promoting my site/forum while not being considered a spammer.

2. In regard to effectively using Twitter, it seems to be common advice to repeat tweets every few days, especially when a paricular tweet is only seen
by a fraction of your followers. But doesn't this violate Twitters policies, if I repeat the same post with the same hash tags? How does Twitter treat
repeats of Tweets that have the same hashtags?

3. I notice that some people use applications like TweetAdder and HootSuite to automate their tweets. And many people recommend broadcasting
12-30 tweets a day, basically flooding followers and people who are following hashtags, with news articles.
What is the marketing benefit of tweeting news articles, even if they are of a relevant topic to my website/forum?

4. I've read that one of the most effective ways of getting new followers on Twitter is to follow Twitter users that have similar or the same
interests of my website/forum/products/services. When you follow such users on Twitter, what are the typical follow back rates?
What are some best practices to maximize the rate at which people follow you back?

    1. I'm not exactly sure how Twitter algorithms work, but a simple way to play safe is to include links in your tweets leading to websites other than yours—YT videos, other articles you think are useful, blog posts etc. Dilute the concentration of your own website and you should be fine.

    2. Paraphrase, reword.

    3. It wouldn't say there's a direct benefit, but people look to Twitter accounts somewhat as curators of content. Tweeting relevant material reinforces the type of image you're trying to project, and draws your ideal target users in.

    4. Talk to them, have conversations. Be a human being.

    Mix it up a bit. Then you dont look like you are spamming. Make sure you have tweets that are not all links. If the page is active, you wont be mistaken for a bot.

    The best way to organically get followers is to have an active engaging page that engages with others of the same interest.
