[AdSense] How do StumbleUpon be different from programs which compensate users for surfing websites?

First of all, I'm not sure if StumbleUpon is safe from AdSense-sponsored websites. But I try to research a little about it and there are many sayings that it's safe.

My question is, how come do StumbleUpon become different from the web applications which compensate users for surfing websites which against on the Content guidelines of AdSense program policies?

    Because visitors to your website will have to get there based on their interest and recommendations (thumbs up/down) of other users. The likelihood of getting targeted visitors who will actually buy is greater with stumbleupon than it is with other networks where surfers are only in it for the $.

    Adsense is an advertising network. Businesses are paying Adsense/Google to "find" potential customers who will buy. Businesses don't want to pay for people who only click on a link to make money. Businesses want people who click on a link to buy product.
