After 20 years working with sites I never seen this Tag used in HTML Code.

Page Rank solely depends on amount of backlinks and it defines how popular a site is among online communities. Google award PR 0-10 on basis of backlinks.

Dofollow is a default tag. Basically when someone post comment in blogs, Press Release, Article and anywhere with Links, that link would be published with "nofollow" tag.

Connotea doesn't work anymore. Meanwhile, I think folkd is a very good social bookmarking site too.

Maybe I'm looking in the wrong spot but according to WebRank, Bookmarkme has a PR of zero and the Alexa score isn't good either. I checked out the homepage, though - perhaps it's on the inside pages that have the higher PR?

PR refers to Page rank, which is actually a number system that shows the reputation of any website or webpage. This PR lies between 0-10 where High PR (ex. 10) Implies that the website has a good reputation while low PR (i.e 0) show the site is not so good.

I would highly suggest everyone in this thread actually read the posts from some of the vets here about this topic. Social bookmarking sites have very little if any SEO value anymore. This isn't 2005.
