What ever you pick, don't be afraid of making mistakes. You need to invest time in learning email marketing and the best way to do that is to send emails to your list. It doesn't matter if your list is small email it right away. It's a given - you're going to make mistakes, it's way better to make mistakes on a small list then waiting until your list grows.

If you aren't serious about investing in a paid email marketing service, then you probably aren't serious about doing email marketing.

I would definitely suggest going out there and finding a paid email marketing service that fits for your business. I've found that you need a service that is compatible for what you are marketing...find what fits for you and your clients/email list. I would also suggest finding a service that you can add input for what you want your emails to look like or come across as. I can't tell you how many times I've opened an email and immediately sent it to spam solely on the way it looks. Emails need to be just as aesthetically pleasing to the eye as a website does.

I recommend a premium autoresponder like aweber or getresponse. Your list is going to be your biggest asset so, make sure you treat it like one from the off. Once you start generating leads you need to communicate with it, regularly.

Personally I write to my list like they are my best friends and that I am talking directly to them individually. I find being authentic, generally caring, adding value and providing great content will serve you very well.

Dont be afraid of making mistakes.

You need a squeeze page to collect their email address and you need an autoresponder service like getresponse or aweber to integrate with your email and with that you can send them emails as often as you want.

A few videos on youtube will show you how to go about them

Building a website/forum to get email lists first, it's good way to start with email marketing. My advice is you shouldn't use softwares to get email lists.

Look at Mail chimp. They have a free version. You will have to bring your own email list but that should not be too hard to make/buy.

I think you can only buy emails from other sources such as : social survey, websites..... They're selling emails with rarely cheap prices

The OP admits being a 'newbie' at email marketing and immediately is harangued for trying to save money, as though it were a serious moral flaw. I suggest mailchimp ..it is user friendly and provide few extra features free of cost than others...start doing right away...generate quality list,ensure list cleaning regularly, it is a continuous process....
