2 ways:

1. Either create good content on your website and get likes from there.
2. Start advertising anyway for like 2-5 bucks per day (try optimized CPM) you should get a few 100 targeted likes in 1 month spending about 0.10/0.20 per like. (but they will be very targeted, so you should probably generate leads/sales through them so you will break-even or make a profit anyway.

Find people who you can easily add to your friends list that share similar interests as your page. Then go over their friends lists and add people who express similar interests. Keep doing this until you have a sizable friend list. Then create or find content which your friends will want to share. And, then whenever you update your page, also share what your page is posting and ask your friends to share it too. You'll get so many shares and likes just from the power of friendship shares. Just be sure you have taken time to actually be friendly (by liking and commenting on) various updates your friends have made. They will return the effort for your page.

Try to add people related to you niche share you facebook page. Twitter is also good source to gets likes. you might have the Twitter account and followers too. if not than make a twitter account, start following people related to your niche, in back they follow you, it is not difficult task. when you get followers minimum 1000 than send message to like the page with your facebook page URL. Exchanging the likes also good strategy. Above mentioned method by users are also valuable.

Go do FB PPC or the promote posts feature. That's a great way to get targeted likes. Also, whenever you connect with like-minded individuals, share your page with them. You can use your fan page link just like an email signature at the bottom of your message. Keep sharing high quality content as well so people will like, comment and share your content which will give you more exposure.

I start with using my Facebook friends first from my regular page. I pull them and invite them in and then I engage with them. I also go into Facebook groups with the same niche.

I think this is the only way to get likes or else we will have to use some software for that. A software that creates account in facebook, gives likes to your page from other (new) accounts.

Better create an ad for facebook, they approve or disapproved quickly, once your ads approved, you will have many filters to get only targetted likes or visitors. I am really happy with facebook ads. low cost is another good thing
