what is the difference between uploading auidence file and choosing interest?

in facebook ads i can choose my auidence from a file or to check per people`s interest.

so i tried both ways and it doesnt lower my CPC.

so is there any benefit in uploading scraped files?

    well it depends on how well you targeted the audience you collected. On avg you should do better with a highly targeted audience but there's always an exception to the rule
