How to target certain pages on Facebook

I have read were some marketers are targeting competing pages in their ads. I would like to do this for likes to try to lower the cost per like. How do you do this? Any other recommendations on getting likes at a lower cost per like?

Any help is appreciated.

    You can't target specific pages unless they appear when you type the page name into "Interests." Some of the bigger pages are listed under interests and some aren't.

    In order to get your cost per like down, set up a number of ads using different memes and test them with a few dollars at a time until you find the ads that are performing best. Once you find a handful of ads that are working well, try playing around with the headline attached to the ad to see if you can further reduce the cost per like.

    You target people instead of pages.
    Target the people that liked the page.

    You can do so by using a program called social lead freaks to search for all the users that like a certain page and use power editor on Facebook ads.
