noticed a few times...

for an example I retweet or post an image from Flicker..

twitter related to flicker will personally message me

like @hwzshop...

check out that flicker gallery....etc


I doubt they are 24 hours every hours online to check , monitor tweets and manual message

so I guess there must a software ? or what to auto message like that? if someone post stuffs related to your niche ..

    It could be automated software, or it could also be someone manually searching for keywords and then replying to related tweets. The more spammy the links are, and/or the quicker their response rate is, the higher probability that it's automated.
