Autoresponderplus account on hostgator domain hosting need list uploaded

I have a large list that needs to be uploaded onto my Autoresponderplus program that is hosted on a hostgator reseller account. See the conditions as laid out by Hostgator; HostGator Mail Policy

They have some strict rules for uploading lists of any large size and I need to hire a person who has experience and knowledge on how to this safely and in a compliant manner so as not to raise any red flags with hostgator. Only people with experience and knowledge to apply ...thank you,
