Webmaster Needs Help For Proposed New Site

I design and build sites, but am buried in work. I have a new client and below they have stated their needs. I'll need help to get it done. I'll manage, deploy (or help), provide graphics for design, and secure funds.

The proposed site will be a meeting place for buyers and sellers of oilfield equipment in the Permian Basin. (Midland, Odessa, and surrounding areas.)

The site requirements:

1. Subscription based (Free for those who want to join. Fee based for those who place ads.)
2. Subscription management
3. Ad management (fee levels? Start and end dates with auto termination.)
4. Capable of mass email blasts to specific targets. (categories and/or sell items.)
5. Online browser management with statistics

Sites the client referenced: Burmass Web Directory
(Client likes the categories from burmass and will use them. Client also likes the front end of angieslist.com)
