Someone to Manage Facebook Page

I'm seeking someone who can help us promote a Kindle book with a Facebook page. We are still trying to devise a strategy, but you should have these qualifications:

Experience designing and editing FB pages.
Creating content for pages, such as writing posts, answering comments, etc.
Be able to help with paid FB ads if we decide to go that route.
Help create special promotions such as contests to promote the page.
Be fluent in English
Take a personal interest in the project -I'm not looking for someone to get automated likes, hits, etc. but to help build a brand.

The page already exists, but only in very basic form. Please respond with information about your experience and rates.
