Tips & Results Database Application for Wordpress (also using Wishlist Member)

I am looking for someone who can create a database and query interface to streamline my sports tipping and results service.
Essentially I want the database to take an upload of various tips for one day by me, display the tips on the related pages, i.e. if the tip is for All-weather, then it goes to the All-weather tips page.
I then want to be able to upload the results and have them synch'd with the tips.
I also want each system to be able to view results for last week, last month or all time etc.
I also need new systems to be added easily.
The plugin need not find the tips or the results as such as this will be done off-site.
There will also be a membership level with access to all so this is also a necessity.
Can anyone do this?
Oh, the uploads should be by either an admin upload page or by email.

Hmm...you might want to take a look at Toolset by OnTheGo Systems (if you haven't already) and find someone who knows how to use those tools to get what you want done. I'm pretty sure it can do everything you listed, but not 100% certain on that.
