[SERIOUS] Need SEO help - Willing to pay top dollar for results

To clarify a few things - The site was penalized, my current guy had it repaired and has been working on removing bad links and what not. It's been a pain in the butt however a lot of progress has been made. I'm looking for the SEO super expert who can bring in fast and quality results.

The one thing we're about to start is the option of picking up cash from a store instead of waiting for a check or mailing the phone out. Our competitors (many out there) have no such offer. We have over 200+ retail locations nationwide to help us with this. So now the customer can either mail it in or go to a store and get cash instantly. How many keywords do you want to rank for, and what is your budget? I will guarantee the results to move you up the rankings to page one. Once you are penalized it takes 1-2 Google updates to recover and that's 6-12 months. Probably you are getting some fake bumping traffic updates. I will drop a PM with past clients and results and obvious a strategy that I would use for your campaign.
