Hey Isaias,

It completely depends on your offer and what you are trying to accomplish. For example, if your "cost per action" is a lead (like getting a name, email and phone number submit), then your start up cost would be a lot lower than if you are trying to generate hundreds of daily forced continuity sales.

Then there is the option of selling products at "normal retail" costs and then giving a percentage of the sale as your payout. This of course, is not as common in the CPA world, but it still happens on networks like commission junction.
