I think having a blog is much better than a website. You can do both static contact manager and blog. I think I am going automated, blogging is a lot of work and tricky if you use duplicate content.

Does all wordpress themes come seo optimized.

The SEO Optimization is on the plugins side. You can use whatever theme you like, and it won't affect your SEO. There are different plugins you can use to optimize your site. There are also plugins that will help automate your blogging efforts.
