Looking for experienced internet marketer

I'm releasing my app this month. For a long time I've been planning an event series to promote the app's release. While I was promoting my own event series in traditional, low-traffic ways, I came across an extremely high traffic event called "Project Lit". After connecting with the hosts and learning they were marketing consultants, I learned basically how they did it.
Pretty much they teamed up with a spammer and crafted a narrative about a house party being thrown by a teenager in Malibu (secret location) while their parents were away. The guy paying them was the one actually throwing the party.
I'm looking to replicate that basic model and team up with someone who can drive traffic in multiple social media channels like Facebook, Snapchat etc. I'm willing to pay from my end, and am looking simply for LA-based traffic (especially 16-30 years olds). This is only the initial push for the event series, and I hope to be working with marketing consultants on a longer term basis. If instead of cash for traffic you'd like a cut of ticket sales, we can talk about once I know your abilities.
