I am launching a new newsletter, and I'm paying for US subscribers.

You may not incentive users to sign up with monetary means.
You can offer them a free eBook or anything else that you want.

Simple,
1. You send an email to your members.
2. We check how many US users subscribed with their name and email.
3. I will paypal you $2.45/double opt-in sign up.

Anyone with small lists want to test? And I can paypal you right away
after we see the sign ups.

I'm running this for only the next couple days.

Subscribers do NOT need to buy anything.

    Well how you gonna track the email adresses ? Most people use free emails such as yahoo, hotmail or gmail or their own domain name emails...

    Could you please clarifity this ?

    Also how can we track to see how many US subscribers we have send you ?

    Yeah, that's fine, they can use any email they want to sign up.

    I'm building a list that I can re-mail to.

    You can email me at any time and I will tell you how many you have signed up for me.
    I didn't invest into building any affiliate panel or anything.

    Seems like a very good deal, but is is all based on the honor system? I mean how do we really know how many people are opting in from our lists?

    If you are using aweber you could have a notification sent to both parties. That is how I have tracked many campaigns like this.

    Is it me or does this sound like complete BS? Without a tracking mechanism this can't work, plus with paypal payouts it sounds too easy to pull the cash back out.
