Looking for Traffic in Employment Niche - JV

I have an employment website which was created on a handshake for a client/friend/associate, who later pulled out of the project. So I have a pretty powerful website which needs to have traffic developed and I just don't have any time for that.
The website is a membership site which also collects revenue from affiliate marketing. I'm willing to split 50:50 with someone - any/all revenue generated.
It's an attractive website with a great service, but obviously it's in a very competitive niche.
I don't want to team up with someone who says they can deliver, then doesn't have the ability to move the project forward. Therefore I'd want to put a simple agreement in place so that we have some milestones and objectives which keep us locked together so long as both sides of the agreement are met.
Anyway, I'm open to ideas and suggestions - offers etc.
I may also be willing to sell the website outright.
