Are you able to get penny clicks on Facebook Advertising? Let's JV!

I can make landing pages for CPA offers with high conversions. For example, I'm getting 3 conversions out of 25 impressions for a dating offer with a payout of $5.75. How's that for conversion?

Anyway, I can make these landing pages but I'm not good at getting cheap clicks from Facebook Advertising. These clicks cost me over $20 due to low CTR of the ads, so I had a negative ROI.

This is why I'm looking for JV partners who are able to create ads with high CTR and low CPC. This will surely skyrocket the ROI and get high profit.
