I don't understand this. The toolbar must be given to your visitors, so if you have no visitors before you won't have after. Also, all modern browsers have built-in popup blockers, and setting your site as home-page is called hijacking and it's considered a spam technique.

Well, the idea is to create return visitors. Instead of people who just browse by your site, you try to hook them, and get them to come back.

And the homepage setting is completely optional, and if you are setting the homepage you should let them know before downloading.

I have built these for people before and had a lot of success with them myself, but you definitely want to tell people what they're downloading, so you don't appear spammy.
