For rankings: Depending on your keywords, you would see improvement of your rankings in about a months.

Backlinks: You should see backlinks coming in about 1 week after the submission date.

I'm sure I can, but I have to do it many times. Most of my clients hit top rankings just using my service 1 or twice as they have done proper keywords research.

I would recommend trying low-hanging keywords first.
