I also have an account with LunarPages, and while I've never had any trouble with them, their support has been a lot slower and less helpful than Host the Name's has been. (Don't take that as a negative against LunarPages, they are good, just not as responsive -- and a heck of a lot more expensive).

So if I were you, I would do it...because Host The Name are very good, very cheap and very friendly, especially Oscar..

Just wanted to quickly leave my two cents here on how my experience has been so far with HostTheName hosting. I signed up with them about 2 weeks ago and it's been nothing but good.

The prices are incredible period, simply too good to pass up. The live chat feature is awesome, I've used it a couple of times and not because there was anything wrong with their service - I just needed to know how to do some things and they were happy to help.

I can't recommend HostTheName highly enough. They are definitely making a great name for themselves. I can see the love and the pride in their business. Oscar has emailed me himself personally to answer questions I had here and there. You just don't find that kind of service anywhere else. You usually get some automated message indicating a wait time and then when you do get a reply it's some computer generated response with no personal touch at all.

Anyway, don't hesitate to get in while these prices are so low! I know I didn't. I can afford to get two or three accounts with them if I need to and will still be paying less than I was with my previous hosting.

1-If you're a reseller, you can get your own IP, and your own private nameservers. Your clients can certainly have their own IP, although they would have to buy it from you (you buy it from us at a discount).
2-The initial IP is $19.99 a year. If you buy in bulk, we can discount you from there. It all depends on how many you need/want to buy.
3-At this moment, we don't have a discount on the silver plan. To be honest with you, it looks to me like you would need more storage/ bandwidth than the silver plan offers anyway... and our current discount on gold/platinum plans destroy the Silver plan anyway.

and Yes, we have r1Soft backup on our servers, they are securely backed up to another location and ready to restore if any hardware failure was to happen.

We don't manage the servers physically here in LA. The datacenter is in Chicago, their name is SingleHop. They are very respected industry leaders and innovators.

I am glad we are working with them as they have excellent machines readily available for our fast growing hosting business.

I encourage my warriors always to back up their own accounts whenever they can, its very easy through cPanel -> Backups / Restore -> Hit backup the entire account, and you will get an email when your file is ready. You download it to your hard drive, and you're set!

It is always recommended for any serious website owner to keep their own backups of their web hosting accounts.

As for the billing frequency you can choose 1, 2 or 3 years... the discount is still 60% but the more years you sign up for, the more money you save.
