If you mean by selling the package "as is" would include the source files (PSD, DOC) and complete package that you receive with your purchase, then no that is not allowed.

Only a finished product should be sold. Selling the complete package "as is" would fall under reselling it as PLR.

I gotcha, I wasn't clear in my original question. I can't PM you (low post count), but I understand your reply to mean if I only include the un-editable, finished files (and omit all editable files, such as PSD, DOC, etc), I should be able to sell this as a finished product.
