My adsense account was banned by google 3 months ago.
Is there any possiblity that I can open a new adsense account ?
Can I use my sister name to qpen a new account ?

Hi Joe!

Yes, but you should get her to open it. Just fill out the form. This way you're keeping it legal. Same home and ip won't be a problem. Also, you want to use a different website, depending why you got banned. Make sure you learned your lesson so it doesn't happen again. One quick way to get an account, is to just do some blogs at blogger, then you can use your blogger account to open it (without having your own website).

I think I get banned from google because I use arbitrage method buying cheap traffic and sending to my adsense site. Is this the case against Google TOS ?

I don't know exactly if we use paid advertising to drive traffic to our adsense site for the purpose of getting adsense click will be against Google TOS or not. I'm so afraid that I will get banned again.

Can you please clarify this to me ?

That should not be the problem. If you were not clicking your own ads, then possibly the reason was your website. You can get banned for having a crapppy website that doesn't really offer any value to the end user. Also, you need to make sure you stay in line with the way you layout your ads. And, possibly don't use other ppc networks on the same page (even though I see a lot of that!).
